If you already own the game and are looking to buy more, I'd probably say Gathering Storm is most important, followed by the New Frontier Pass, followed by Rise and Fall, and finally any individual civ DLC. I think it's better value than the individual civ + scenario DLCs they released first, but not as worthwhile as the full expansions, especially since a lot of the gameplay updates, balancing mechanics, etc from this pack have been released in free updates for everyone anyway. If you're a more casual player I'd say the pass is maybe worth it. The actual new scenarios like the Red Death update and Pirates game mode are mostly a miss unless you play a lot of casual multiplayer, but they're still neat to try a few times. Some game modes were a bit of a miss, and I've only played those once or twice, but most of them are really enjoyable. It's a huge step-up from the much more limited scenarios.

Being able to turn on harder disasters or hero units or secret societies as an option at the start is really, really good. A StoryWealth Depravity - Sim Settlements 2 Immersion patch takes care of. But I've most enjoyed the new game mode mechanic. I personally didn't care if they skipped civs like Babylon or Portugal this time around, since I've really enjoyed the civs they've brought to the game for the first time.
I'm maybe 50/50 on the new civs they've released. A big part of my opinion with it is that they've continued free patches in between the content patches, and they've done a good job of fixing issues and adding more quality of life and requested features that might have never been addressed if they stopped updates at the same point they did with Civ 5. Along with being an overall solid strategy game, much of its praise comes. I pre-ordered the pass as soon as it became available and I'm more than happy with it, even though I haven't had time to play the last few releases yet.
